II.विभाग की मुख्य गतिविधियां/CORE ACTIVITIES OF THE DEPARTMENT:

 

Analyze causes of accidents and advice action plans including issuing of Safety Circulars, conducting Safety drives, organizing Safety seminars, Staff Counseling etc. to prevent accidents.

 

 

 

 

 

 

 

III.मिशन और कार्य योजना/ MISSION AND ACTION PLAN:

 

•Mission – “Zero accident”.

•Monitoring of Accident inquiries and finalization of DAR cases as per RB’s norms.

•Monitoring of inspections by Branch Officers, Officers & Supervisors.

•Monitoring of surprise night/night footplate inspections by officers & compliances of the shortcomings reported during the course of inspection.

•Monitoring of PME, R/C training of safety category staff due/overdue.

•Monitoring of Signal Sighting inspection by nominated supervisors (Quarterly) & compliances of the shortcomings reported during the course of inspection.

•Monitoring of periodical inspection of ART/ARME/SPART, 140 T Crane, Break down truck, tool van & compliances of the shortcomings reported during the course of inspection.

•Monitoring of periodical Mock-drill of ART/ARMEs, if not moved.

•Monitoring of periodical Joint inspection of Running Rooms by Officers and Supervisors.

•Conducting of Safety drives (RB/HQ/Local) and monitoring of compliances.

•Organizing Safety Seminars at Important stations at regular intervals to refresh staff knowledge on safety.

•Monitoring of disallowance of Disconnection Memos

•Monitoring of testing of Emergency Cross-overs.

•Monitoring of exception report on Point Reversal.

•Organizing Lectures in Training Schools on regular basis.

•Monitoring of safe working in Non-Interlocking.

•Monitoring of availability of Safety Equipments in Loco, Brakevans, and Stations/Cabins & LC gates.

•Monitoring of Functioning of VCDs in Locomotives.

•Organizing Nukkad Nataks at Gram Panchayats, Stations, Level crossing in liaison with NGOs, RPF & Scout & Guides to educate road users.

•Monitoring of implementation of 9 Hours Rule.

•Staff counseling during inspections.

•Issuing competency to Trolley users and Tower wagon drivers & Track machine Operators by conducting examinations.

•SAFETY AWARDS –for deserving employees for averting accident.

•Unsatisfactory and corrective actions.

•Monitoring of compliances to letters from CSO or Rly;Board.

V.उपलब्धियॉं /ACHIEVEMENTS – 2025-26 (upto Nov’25):

 

1. No consequential accident reported during the reviewing period.

2. No level crossing accident reported during the reviewing period.

3. No Fire in Train accident reported during the reviewing period.

4. Safety inspections – Total 445 inspections (of which 68-night inspections) were carried out by Safety Officers &1891 inspections (of which 566-night inspections) were carried out by Safety Counsellors upto Nov’25. These were done for intensifying safety efforts and bringing safety environment in work culture.

5. 05 Nos. Divisional Safety Circulars i.e. 1) Summar Precaution, 2) Monsoon Precaution, 3) Preventive measures to avoid train parting/uncoupling, and 4) Instructions for TRD staff for protection at worksite & 5) Train Operation during Foggy & inclement weather-Precautions- circulated for staff guidance. (Divisional Target 03 circulars for Eight months)

6. A total 20 Railway Board Safety drives have been launched in the division and action taken reports submitted within 03 days on completion of the drive.

7. Safety deptt. has launched 07 Divisional drives 1) Prevention of SPAD, 2) Securing and releasing of vehicles-load-train-loco in station yard or in block section, 3) Proper maintenance of high tower, 4) Verification of Emergency Contact number, 5) Inspection of LHS and 6) Counselling & obtaining assurance from Gatekeepers, 7) Counselling & strict monitoring measures for Safe Train Operation and report submission to Safety HQ.( Divisional Target 04 drives for Eight months)

8. PME & RC is being reviewed in Safety meeting every week. Total 840 employees attended PME & 1033 staff attended RC upto Nov’25

9. Upto Nov,25, 21 Safety category staff (07- Elect, 03-Optg, 04-Engg., 01- S&T and 06-Mech. deptts.) has been awarded at DRM level for averting accident.

10. Joint P&C inspection by Safety, Engg. & S&T deptt is being carried out.As on date entire NGP-DURG section has been inspected and the shortcomings noticed have been apprised to Engg. & S&T Deptt. for necessary remedial measured.

11. Hot Axle mock exercise have been carried out between KAV-KNHN & DGG-DKS sections in Aug’25 & DGG-BTL, NIR-LTA & G-HDM sections in Sept’25, KAV-SAL section in Oct’25 and KAV-KNHN & DGG-PJB section in Nov’25 to test alertness of train passing staff.

12.Cleanliness champaign Swachha Bharat Mission has been carried out at Safety Office, Civil Defense Training School and Civil Defense Hostel area during September’25 involving Sr.DSO, DSO, SCs, Ministerial staff and about 20 Civil Defense volunteers.Total 90 KG recyclable waste has been generated and informed for Stores Deptt. for further disposal.
