·Operating department is primarily responsible for scheduling and running of trains- Freight and Passenger- safely and timely.

·As a main co-ordinating wing of the Railways it is responsible to co-ordinate with various technical wings within Railways such as Electrical, Mechanical, Signal and Telecommunications, Engineering and so on in order to meet transportation commitments to its customers.

·Operating department is responsible for initiating proposals for asset planning such as involving additional loops on existing yards, automatic signaling, new public sidings and so on.

·This department is therefore known as the custodian of funds under ‘Plan head 16’ (Traffic facilities).

·Being controlling department of key functionaries in the field such as Guard, SS, SM, Dy.SS, YM, DTIs and so on, Operating department shoulders heavy responsibility of human resource management, which has high level of public interface and thus has baring on Railway’s image in eyes of public.

·Operating department while responsible for entire train operations, monitors closely the movement of Coaching/ Passenger carrying trains. It is responsible for ensuring punctuality of highest order.

·Operating department is the major stake holder in effective utilization of rolling stock and is thus responsible to not only plan it’s usage but also is responsible for moving the stock for maintenance when due and proposing induction of fresh stock when need arises.

·Operating department through its Control Office, which is the nerve center for trains operation, ensures that maintenance work pertaining to track, OHE, Signallingetc. is regularly undertaken by providing ‘Traffic blocks’ thereby holding the key to asset maintenance.
