मिशनऔरकार्ययोजना/ MISSION AND ACTION PLAN:

 

Mission – “Zero accident”.

•Monitoring of Accident inquiries and finalization of DAR cases as per RB’s norms.

•Monitoring of inspections by Branch Officers, Officers & Supervisors.

•Monitoring of surprise night/night footplate inspections by officers & compliances of the shortcomings reported during the course of inspection.

•Monitoring of PME, R/C training of safety category staff due/overdue.

•Monitoring of Joint footplate inspection by nominated supervisors (Quarterly) & compliances of the shortcomings reported during the course of inspection.

•Monitoring of Joint Points & Crossings inspections & compliances of the shortcomings reported during inspections.

•Monitoring of Siding Inspection by Engineering Officers.

•Monitoring periodical inspection of ART/ARME/SPART, 140 T Crane, Break down truck, tool van & compliances of the shortcomings reported during the course of inspection.

•Monitoring of periodical Mock-drill of ART/ARMEs, if not moved.

•Monitoring of periodical Joint inspection of Running Rooms & Lobbies by Officers and Supervisors.

•Conducting of Safety drives (RB/HQ/Local) and monitoring of compliances.

•Organizing Safety Seminars at Important stations at regular intervals to refresh staff knowledge on safety.

•Monitoring of disallowance of Disconnection Memos

•Monitoring of testing of Emergency Cross-overs.

•Monitoring of exception report on Point Reversal.

•Organizing Lectures in Training Schools on regular basis.

•Monitoring of safe working in Non-Interlocking.

•Monitoring of availability of Safety Equipments in Loco, Brakevans, and Stations/Cabins & LC gates.

•Monitoring of Functioning of VCDs in Locomotives.

•Organizing Nukkad Nataks at Gram Panchayats, Stations, Level crossing in liaison with NGOs, RPF & Scout & Guides to educate road users.

•Monitoring of implementation of 9 Hours Rule.

•Staff counseling during inspections.

•Issuing competency to Trolley users and Tower wagon drivers & Track machine Operators by conducting examinations.

•SAFETY AWARDS –for deserving employees for averting accident.

•Unsatisfactory and corrective actions.

•Monitoring of compliances to letters from CSO or Rly;Board.

VISION

 

·Imparting man to man counseling as well as group counseling to educate 100% of the safety category staff in safe train operation.

·Visiting all establishments to point out the system weakness during the course of visit to that particular department and give them a sufficient target date to make good the weakness and also revisit the same to monitor system improvement.

·Categorization of the staff directly involved in safe train operation and imparting knowledge to the weaker category to up-grade them to a satisfactory level.

·Conducting safety seminar/safety meetings in such places where sufficient attendance of staff can be obtained.

·Creating awareness to the road users particularly when they are negotiating an unmanned LC by counseling and distributing handbills. Holding meeting in Gram Panchayat to create awareness amongst villagers. Ambush checks in liaison with Road Transport Authority at vulnerable level crossings to apprehend errant road users.Staging Nukkad Natak at level crossings, stations, villages, bus stands, schools etc.

·Go through the root cause of any unusual incidence/accident and suggest recommendations to avoid recurrence.
