Mechanical Department of SECR 1.0 SECR is a predominantly freight oriented Railway, loading annually 180 Million Tonnes, with an average wagon holding of 27000 8w units. For maintenance of this stock, SECR has two major freight depots, one each at BSP (Bilaspur) and BIA (Bhilai) with facilities for ROH at BSP and BIA, with combined monthly capacity of 1000 8w. POH of 500 wagons per month is carried out in Wagon Repair Shop (WRS), Raipur.2.0 The open-line examination facilities are inadequate in view of the high number of invalid rakes entering the system from other Railways. Out of roughly 30 rakes examined per day on SECR, 50% are examined under loaded conditions in various stations. Empty examination of freight stock, as mandated, will be possible only by developing more freight examination points with attendant Sick-lines and ROH facility and this will be more necessary when the loading of IR will be almost doubled to 2024 MT by 2024. Then, the holding on SECR, will double to almost 54000 wagons; the ROH load would increase to 2000 wagons per month and the POH load to 1000 wagons per month. Towards this end, the following requirements are being highlighted for infrastructure development:2.1 OPEN-LINE FREIGHT EXAMINATION POINTS2.1.1 NAINPUR (NIR) - NIR lies as a junction on the very important (from freight point of view) line between Ballarshah and Jabalpur, the line stretching for over 477 kms. There is no Freight examination facility in the vicinity and it is not viable from safety point of view to run any invalid rakes over such long distance without examination. A new power plant has been commissioned in Binaki which is planning further expansion entailing more inputs of coal. In the future, with increased loading, more rakes will be needing freight examination before being offered for loading. Hence, a freight examination facility is proposed at NIR with sick-line and ROH facility. The abstract cost for this project would be around Rs 50 crores. 2.1.2 SHAHDOL (SDL) - The CIC area of BSP division is an important loading area (predominantly coal), wherein on date up to 26 to 30 rakes per day are loaded and transported. This is likely to double in order to achieve 2024 MT by 2024. There is no facility for examination of invalid rakes in this CIC area. On date, many rakes are loaded in invalid condition and are required to be examined/ re-validated under load at various stations. A freight examination facility at SDL becomes essential and ineluctable.The abstract estimate includes three examination lines and a sick line and works out to Rs 35 crores.2.1.3 USLAPUR (USL) - A full-fledged goods shed in operation till Jan 2019 was closed based on objections by the inhabitants of the place regarding severe pollution during coal loading. It has two full-length lines with concrete pathway and yard lights. With marginal inputs and with an additional line for operational requirements, this facility can be developed into a full-fledged freight examination point.The abstract cost of this project works out to Rs 5 crores.2.2 WORKSHOP (WRS) - With increased loading, the POH capacity / outturn will have to be doubled to 1000 per month to cope with the requirement. Hence, it is proposed to erect a new facility contiguous to the existing WRS at Raipur itself. The abstract cost of this project would be Rs 192 crores.
